Barcelona enters phase 1 of the de-escalation

Starting today, May 25, all of Spain has gotten past phase 0, 53% of Spaniards are in phase 1, and 47% have already entered phase 2.

Which regions in Catalonia are in phase 1 and which are moving to phase 2?

Regions in PHASE 1:

  • City of Barcelona.
  • Northern metropolitan region (including Baix Montseny).
  • Southern metropolitan region (except Alt Penedès and Garraf).
  • Central Catalonia.
  • Lleida.
  • Girona.
  • Garraf.
  • Alt Penedès.

Regions in PHASE 2:

  • Alt Pirineu i Aran.
  • Camp de Tarragona.
  • Terres de l’Ebre.

What can be done in phase 1 and what can be done in phase 2?

ACTIVITIES ALLOWED IN PHASE 1:

  • The time slots for walks for minors under the age of 14 and for sports for adults remain in place, but communities may delay them or move them forward 2 hours.
    Minors under the age of 14 may go out accompanied by all the adults with whom they live, and walks may include groups of up to 10 people.
  • Gatherings of up to 10 people in private homes or public spaces are allowed, as long as a space of 2 meters is maintained.
  • Mobility among towns within the same healthcare region is allowed. This means that Barcelona residents may not yet leave the city since it is a single healthcare region.
  • The terraces of bars may be used at up to 50% capacity as long as distance is kept between tables.
  • Hotels and tourist accommodations may reopen, although the communal areas must remain closed.
  • Places of worship may reopen with limited capacity.
  • Commutes in private vehicles are allowed for everyone who lives together, with a limit of up to 9 passengers.
  • Sports facilities may reopen.
  • Burials are allowed in public or private spaces with a maximum of 15 people outdoors and 10 indoors. Cemeteries may also reopen.
  • Shops may hold sales as long as they respect the safety and hygiene measures and prevent crowding.
  • Car dealerships, vehicle inspection stations, garden centers and nurseries may reopen to the public by appointment only.
  • Construction and renovation of existing buildings, including homes or commercial spaces, is allowed.

ACTIVITIES ALLOWED IN PHASE 2:

  • Mobility must remain within the same province or healthcare region.
  • Time slots for walks and sports are eliminated, except for vulnerable persons.
  • Gatherings in public spaces and homes may include up to 15 people.
  • Malls may reopen at up to 30% capacity in communal areas and 40% in shops.
  • Hotels may reopen their communal areas at 40% capacity.
  • Bars and restaurants may open up to 40% of their indoor tables.
  • Cultural facilities may reopen with a capacity of 30% of the public.
    • Indoor venues: shows may be held for fewer than 50 people.
    • Outdoor venues: with a maximum of 400 people in assigned seating.
  • The capacity of places of worship is increased to 50%, and burials may be held with 25 people outdoors and 15 indoors.
  • Weddings are allowed with a maximum of 100 guests and the venue at no more than 50% of capacity.
  • Swimming at beaches and pools is allowed at 30% capacity with extra disinfection measures.
  • Clubs and nightspots remain closed.

After the progress in recent weeks, the government is planning to end the state of alarm early in some provinces, while reviewing the minimum 14-day period to move from one phase to the next in the de-escalation.

We are on our way to “the new normal”, which should come in late June, as long as there are no new coronavirus hotspots which would force some phases to be adapted or expanded.
